integraciaНа практика почти няма страна, особено в пространството на Европейския съюз, която да е запазила своя монокултурен характер. Според окончателните данни на НСИ от преброяването на населението през 2011 г. и на принципа на самоопределянето по признака етническа принадлежност, броят на етническите българи е 5 664 624, броят на етническите турци е 588 318, броят на ромите е 325 343, броят на самоопределилите се от друг етнос е 49 304, а на тези, които не се самоопределят по етнически признак, е 53 391. С оглед на актуалната ситуация обучението в интеркултурна среда изисква  наличието на подготвени преподаватели, които да имат знанието, квалификацията и уменията да въвлекат и ангажират децата от различни етноси равнозначно в образователния процес, без това да се отразява върху усвояването на знания на индивидуално ниво или да затруднява образователния процес като цяло.

Училищната практика ни дава много примери за това, че учителите не са подготвени за работа в условията на интеркултурната класна стая. Част от  установените проблеми са:

  • липса на специфична подготовка на учителите както в областта на методиката за работа с деца с различен етнокултурен произход, така също и в областта на етнопсихологията, етнопедагогиката и психологическата антропология;
  • учителите не могат да се справят с дидактическите затруднения на учениците при овладяване на учебното съдържание, предпоставени от недоброто владеене на български език (при турци и роми), липсата на психическа и социална готовност за училище на деца, които не са преминали задължителното предучилищно образование;
  • липсват официални политики, стимулиращи образователни иновации в организацията и управлението на интеркултурната класна стая;
  • квалификационната дейност е епизодична и е плод на проектни дейности, а не на осъзната национална и училищна образователна политика.

Проблемът е в невъзможността на системата за продължаваща квалификация да подготви адекватно педагогическите кадри за изпълнение на тяхната основна функция, поради  несъответствието на елементите и процесите в системата за квалификация на учителя с културологичните и етнопсихологопедагогическите аспекти на образователните взаимодействия, ориентирани към етапа на постмодернистичното общество. Преходът към общество, култура и икономика, основани на знанието, личностните умения и компетентости, изисква модернизация, стимулирано развитие и постоянно подобряване на системите за професионално образование и обучение, като адекватна реакция на бързите социални, политически и икономически промени. Крайната цел е тези системи така да бъдат доразвити и усъвършенствани, че да допринесат за увеличаване на заетостта, пълноценната реализация и социалната интеграция, и да улеснят и гарантират достъпа до образование за всички, без дискриминационни маркери и ограничители, с постоянна грижа за децата.

В структурата на образователната система в България има място за разработване и прилагане на политики в областта на интеркултурното образование, защото в нея участват представители на различните етнически групи, представени в страната, които са носители на различни култури.

Интеркултурното образование си поставя за цел да положи основите на междукултурната рефлексия и ценностно-ориентираното поведение на субекта. Това е процес, придобиващ особена актуалност и значимост у нас през последните десет години. Културата на възприемане и общуване с различното започва да се изгражда като процес от най-ранна възраст и въпросът за ранното интеркултурно образование на децата и учениците в системата на детските градини и училищата е поставен изключително сериозно и на приоритетна позиция. Не са рядкост случаите, когато учителите не познават, не анализират и не отчитат тези обстоятелства.

SWOT-анализът на европейски и национални пожелателни и директивни документи и образователни практики в сферата на интеркултурното образование, основани на апробация на етнопсихологически подходи изважда на преден план необходимостта за целите на интеркултурното образование да бъде осигурявано дългосрочно планиране, въвеждането на набор от взаимосвързани подходи в няколко посоки за поддържане на етническо разнообразие в училищата в мултиетническите селища, както по отношение състава на учениците, така и на учителите; за подготовка на достатъчен брой билингвални (плурилингвални) учители с умения да работят в мултикултурна и  интеркултурна образователна среда; за осигуряване на интеркултурни контакти за ученици в монокултурни училища.

Изборът на училищни планове и учебни програми трябва да се осигури с конкретни мерки, произхождащи от задълбочена оценка на образователната среда. Необходимо е да се осигури трансформиране на същест­вуващата успешна  практика в широка местна/ национална образователна политика, насочена към пълно приобщаване в образованието, включваща в процеса не само ромските деца, но и децата от други малцинства и децата от мно­зинството, както и техните родители и всички съответни публични власти. .

Прилагането на етнопсихологически рефлексивен модел на въздействие върху системата за продължаваща квалификация на учителя може да  доведе до промяна в лидерското ниво на системата за квалификация и усъвършенстване на  институционалния  капацитет.

Много страни са разработили лидерски програми, които установяват ясна връзка между училищното лидерство и резултатите за училищата и техните ученици. Проучванията ясно посочват колко важно е влиянието, което лидерите имат върху ученето посредством пряко въздействие върху такива неща като организация, култура и климат. Успешните лидерски програми са насочени към ролята на директора като лидер на обучението загрижен за преподаването и усвояването, както и към въпроси като организацията и управлението. Доброто лидерство на местно и национално административно ниво е също от критично значение за  задвижване  на подобренията във всички училища.

Проведеното с участието на автора експериментално въвеждане  на етнопсихологически  теоретико-емпиричен модел  за квалификация на учителя в интеркултурна образователна среда доказва, че квалификацията на учителите  има характер на отворена, хетерогенна и динамична система, при  която въздействието върху един елемент води до промяна в другите елементи, в отношенията и  във взаимовръзките между тях.  Апробираната етнопсихологическа  рефлексивна технология на въздействие върху управленското ниво  на системата за квалификация посредством системния  подход за обучение на учители за работа в интеркултурна среда променя рефлексивната картина на системата за  квалификация на учителя,  като отвежда знанията в практическата дейност, съответно инструментирани и технологизирани, и демонстрира превръщането на знанията в педагогически инструменти и етнопсихологически технологии. Въпреки, че проведеният експеримент в рамките на  обучението на педагогически специалисти за формиране на знания, умения и компетентности за работа в интеркултурна среда по Проект BG051PO001–3.1.03-0001 „Квалификация на педагогическите специалисти” не обхвана ръководното ниво в училищата и детските градини – директорите, актуално последващо изследване от 2016 г. недвусмислено доказа, че участието на 4112 учители от всички обрасти на страната и от всяко училище, както и достигането на обучителните материали по темата до всяка детска градина  сериозно е променило картината на интеркултурното взаимодействие в институциите.

Разработеният и апробиран диагностичен инструментариум, като система от относително самостоятелни, но органично свързани критерии, определя конструкта: квалификация на учителя в интеркултурна образователна среда като целеполагащ елемент за извършване на реформата в българското образование. спрямо Закона за предучилищното и училищно образование 2016 и съпътстващите го държавни образователни стандарти. Разработеният емпирико-теоретичен етнопсихологически  модел целеполага системата за квалификация на учителя у нас, като  реалистично  я предпоставя със съществуаващата образователна практика на разноетнически класове/паралелки. Развитието на системата за квалификация на учителя е ефективно, когато се организира на национално ниво с ясни пътеки за развитие.
